🆕 Creating a new VUT licence in Torrox
In Andalusia, properties rented to tourists for less than 2 months are officially called VUT (Vivienda con Fines Turísticos) — commonly known as VUT. Without this status, you cannot legally host guests through Airbnb, Booking or any other platform.
The 8-step creation process

1Owners' community check Since 03/04/2025, any new licence requires authorisation from the owners' community (3/5 majority vote). We analyse your by-laws and meeting minutes to determine whether this is required and how to obtain it.

2Planning and municipal verification Compatibility with Torrox's urban development plan (PGOU) and local ordinances (noise, waste, access, moratoriums, zone quotas). We identify potential obstacles before starting.

3Technical preparation of the property Habitability, ventilation, bedroom blackout blinds, air conditioning, safety equipment (smoke detectors, first aid kit, fire extinguisher). We provide a personalised compliance checklist.

4Designation of the operating company Mandatory since 2024: the Responsible Declaration must identify the company or individual responsible for check-in, key handover, cleaning and 24/7 assistance. Conciergerie Del Mar can be designated as your operator.

VFT/MA/XXXXX) is assigned on submission — you can start welcoming guests immediately. -
6SES.HOSPEDAJES registration Mandatory since 02/12/2024. Account creation, identity verification, user configuration. This Civil Guard system records all guests within 24 hours of their arrival.

🔄 Change of VUT licence ownership
Are you buying a property with an existing VUT licence, or selling yours? A change of ownership is a specific procedure that must be anticipated before signing the notarial deed.

2025 requirements
🏛️ NRA & SES.HOSPEDAJES — The 2024–2025 obligations
NRA — Land Registry inscription
New since 1 July 2025, the NRA (Nota de Registro de Actividad turística) is an inscription of your property at the Land Registry as a tourist accommodation. Without an NRA, publishing your listing on Airbnb or Booking constitutes an infringement.
- Requires a land registry extract with the CRU/IDUFIR (unique cadastral identifier)
- Timeline: several weeks to months depending on the registry office
- Must be renewed upon change of owner or conditions
SES.HOSPEDAJES — Guest registration
Mandatory since 2 December 2024, this system managed by the Civil Guard and National Police requires transmitting each guest's data within 24 hours of their arrival. Name, surname, ID number, date of birth, nationality.
- Fine for non-registration: up to €30,000 per infringement
- Requires prior registration, identity verification and user configuration

❓ Frequently asked questions
Does the VUT licence expire when the property is sold?
No. The VUT licence has a real character — it is tied to the property, not the person. A sale does not extinguish it, but the ownership change must be declared to the Junta and the SES/NRA updated.
Can I continue operating during a change of ownership?
Yes, generally. The filing receipt or electronic acknowledgement typically allows you to continue operations while the application is being processed. We verify this as a matter of course.
Is community authorisation required if my licence existed before 2025?
No, this obligation does not apply retroactively to licences legally established before 03/04/2025. It only applies to new licences and changes of ownership.
My property is under 25 m² — can I still get a VUT licence?
25 m² is the main criterion in Andalusia. Some administrations apply 39 m². Below that threshold, exceptions are theoretically possible. Contact us for a feasibility assessment.
